ייענש במאסר עולם עם עבודת פרך כל מי שעמד בראש כנופייה מזויינת או מילא בה תפקיד או פיקוד מאיזה סוג שהוא בכוונה לפלוש אל עיר, שכונה או חלק מנכסי הממלכה או נכסי קבוצה של אזרחים או בכוונה להתקיף או להתנגד לכח־רשמי הפועל נגד מבצעי פשעים אלה.
