מצא מנהל הרשות הממשלתית כי כמות המים שמספק ספק מים לגנים ציבוריים ברשות מקומית זכאית עולה על כמות המים הנדרשת להשקיה יעילה של אותם גנים לפי התוספת הרביעית, רשאי הוא לקבוע ברישיון את כמות המים המרבית שספק מים רשאי לספק לאותה רשות מקומית בתעריף מופחת.
