מנהל הרשות הממשלתית רשאי, לבקשת צרכן וספק מרחבי לקבוע ברישיון מרחבי הקצאת מים לצרכן שנמצא מחוץ למרחב הפעילות, ובלבד שאותו צרכן אינו נמצא במרחב פעילות אחר.
