ספק אזורי לחקלאות יחייב את חבריו בדמי מים לפי השיטה לחישוב דמי מים כאמור בסעיף 19לד(ב)(2) או 19לה(א), זולת אם קבעה מועצת הרשות הממשלתית תעריפים לאותם דמי מים בכללים.
