בעלי הדין הגיעו להסכמות כדלקמן:
א. היטל הביוב מבוטל.
ב. המשיבה 2 מתחייבת לפנות השטח תוך שנה מהיום, תוך שמירת זכויותיה כלפי המערער ובמקביל שומר המערער על זכויותיו כלפי המשיבה 2.
ג. אם השימוש החורג ייפסק תוך שנה מהיום, המשיבה 1 לא תחייב את הנכס בהיטלי פיתוח כל עוד השימוש בנכס הוא לייעוד חקלאי.
מוסכם בין המערער למשיבה 1 כי שימוש חקלאי כולל שימוש באורוות לסוסים, כפי שקיים כיום.
ד. אם המשיבה 1 תדרוש מהמערער לשלם היטלי פיתוח בעקבות שינוי ייעוד, שומר המערער על מלוא זכויותיו.
ה. המשיבה 1 לא תחייב בהיטלי פיתוח במשך שנה מהיום עד לפינוי על ידי המשיבה 2.
ו. המערער ישלם למשיבה 1 סכום של 100,000 ש"ח כהיטל סלילה בגין שטח בנוי של 947 מ"ר, וזאת מבלי להודות בחבות ולצורכי פשרה בלבד. הסכום ישולם בשישה תשלומים חודשיים שווים ורצופים החל מיום 1.4.2014. הסכום ישולם בלא הפרשי הצמדה וריבית ובלבד שישולם בתשלומים כאמור.
ז. פסק-דינו של בית המשפט לענינים מינהליים מיום 18.7.2012 מבוטל ככל שמ דובר בהיטל סלילה ובהיטל ביוב.
ח. כל צד שומר על זכויותיו.
