הממשלה לא תפסיק את כהונתו של מנהל הרשות הממשלתית אלא לאחר שנתנה לו הזדמנות לערור על החלטתה לפני ועדת השירות לפי סעיף 7 לחוק שירות המדינה (מינויים), התשי״ט–1959; ועדת השירות תדון בערר לאחר קבלת חוות דעת מנציב שירות המדינה.
