41. שמיעת הצעות ועמדות
אמות מידה, הוראות וכללים לפי סימן זה, ייקבעו לאחר שהמועצה או המנהל, לפי הענין, נתנו לבעלי רישיונות ולגורמים ולארגונים שלדעת המועצה יש להם נגיעה לענין, הזדמנות להביא לפניהם הצעות ועמדות.
