כלי שיט החייב ברשיון שיט לפי תקנות אלה ושלא חלה עליו חובת סימון שם או סימן זיהוי אחר לפי חוק הספנות (כלי שיט), והתקנות שלפיו (להלן – כלי שיט החייב בסימון) חייב בסימון לפי פרק זה.
