1.אין החוק מאפשר הגשת עתירה נגד נשיא המדינה (סעיף 13(א) לחוק יסוד: נשיא המדינה, התשכ"ד1964-).
על העותר להיוועץ לעניין אפשרות הגשת עתירה נגד משיב ראוי.
2.מאחר והעותר הינו אסיר בלתי מיוצג, מתבקשת הפרקליטות לבדוק את עניינו ולהשיב לו תשובה.
העתירה נדחית על הסף.
