בתוקף סמכותי לפי סעיף 7 לחוק סדר הדין הפלילי (סמכויות אכיפה – מעצרים), התשנ״ו–1996 (להלן – החוק), ולאחר שנציב בתי הסוהר אישר כי המיתקן המפורט להלן עומד בתנאים על פי החוק וכי ניתן לאפשר לעצורים שיוחזקו בו במשמורת את זכויותיהם על פי החוק, אני מכריז בזה כי –
(1)השטח הידוע כחלקה 1 בגוש 6988 בתחום השיפוט של תל–אביב–יפו (מיתקן ”אבו כביר“) הוא מקום מעצר שבאחריות שירות בתי הסוהר;
(2)הנוסח שולב בהכרזה על מקום מעצר שבאחריות משטרת ישראל לגבי תאי מעצר שבתחנות המשטרה.
תוקפה של הכרזה זו מיום י׳ בניסן התשס״ז (29 במרס 2007).
